ACOG is currently seeking a Senior Manager, State Government Affairs.


The Senior Manager, State Government Affairs is responsible for promoting ACOG’s state legislative advocacy goals by collaborating with internal and external partners and promoting Fellow advocacy in all states/regions.  Work strategically with Fellows and coalition partners to advance and protect women’s health priorities at the state legislative and regulatory levels through legislative tracking, analysis, lobbying, and monitoring of regulatory processes.  Amplify ACOG’s voice as an issue area expert for state government officials and local constituencies.   • Provide critical support for ACOG’s advocacy in the 50 states.
  • Advise ACOG Legislative Chairs, state lobbyists, and coalition partners of ACOG policy on state issues. Build relationships and handle inquiries daily.  
  • Conduct legislative research and analysis on emerging issues, including in response to requests from ACOG Fellows and state legislative stakeholders.
  • Create and manage legislative issue files, including developing and updating Department resources on key issues such as factsheets, model testimony, model legislation, and talking points.
  • Implement legislative best practices toolkits.
  • Create and disseminate quarterly legislative newsletter to ACOG State Legislative Chairs and State Lobbyists.
  • Coordinate monthly conference call meeting with ACOG’s State Lobbyists.
  • Maintain current rosters of ACOG Legislative Chairs/Lobbyists.
  • Manage online state legislative tracking program and ACOG State Legislative website
  • Manage Department’s Legislative Tracking: refine tracking system infrastructure, process reports on priority issues, generate recurring bill introduction and tracking reports, year-end enactment reports by state and by issue as needed.
  • Manage legislative tracking for select ACOG Sections and Districts; work directly with Legislative Chairs to tailor tracking program to fit the legislative needs of each state.
  • Manage Department’s state homepage and update with information on emerging issues, new Department resources, and links to information on priority issues.
  • Execute state-focused campaigns.
  • Solicit input and approval from appropriate Government Affairs staff and Government Affairs Committee for state-related campaigns on ACOG priority issues.
  • Develop action plans and materials in coordination with relevant staff including ACOG’s Grassroots and Communications teams.
  • Monitor implementation and progress of state focused campaigns.
  • Manage ACOG’s annual State Legislative Roundtable
  • Manage ACOG’s Annual State Legislative Roundtable, including promotion and outreach, registration, agenda development, and on-site implementation.
  • Represent ACOG in various state legislative coalitions
  • Participate in State Strategies Task Force on reproductive health issues and relevant working groups.
  • Participate in DC-based State Government Affairs group of the National Medical Specialty Societies as relevant.
  • Liaise with AMA and state medical societies.
  • Provide leadership, direction, and management of staff, including fostering a welcoming and inclusive environment through supervising staff, providing feedback, coaching, support, mentoring, performance management, and training and development opportunities as appropriate.
  • Participate in and represent ACOG’s state legislative goals and agenda in other state government and women’s health related coalitions and meetings including the National Conference of State Legislatures’ Annual Meeting, as appropriate.
  • Perform other duties as assigned.


  • Bachelor’s degree required.
  • 7 years of government relations, political, or health policy experience requried.
  • Minimum of 2 years of supervisory experience required. 
  • Strong writing and communication skills required.
  • Demonstrated ability to analyze legislation, conduct legislative research, and strategize on policy goals.
  • Excellent organizational skills and attention to detail; ability to effectively prioritize and work on multiple projects.
  • Must have advanced computer skills, including basic HTML, Microsoft Office Suite, Publisher, and Windows Excel.
  • Demonstrated interest in women’s health issues required.
