    American College of Obstetricians and Gynecologists (ACOG), a membership organization dedicated to the advancement of women’s health care in Washington, DC, is currently seeking  a Health Policy Analyst to provide analytic support for ACOG’s Payment and Delivery System Policy initiatives including critical aspects of payment reform activities and development of new payment models.


    • Analyze and assist in the preparation of detailed written comments, policy statements, and fact sheets in response to proposed federal rules related to Medicare physician payment reforms, such as the Medicare Access and CHIP Reauthorization Act (MACRA) Quality Payment Program as well as payment and delivery system reform proposals related to women’s health care put forward by public and private payers as well as other stakeholder groups, such as the Health Care Payment Learning and Action Network.
    • Track, respond to, provide technical support to members on, and influence national initiatives related to changes in health care financing, payment, and delivery system policies as well as emerging initiatives on state-level payment and delivery system models, such as in Medicaid and/or across multiple payers.
    • Provide staff support to the Payment Transitions Work Group by assisting in the development of meeting agendas and assist in the implementation of projects directed by the work group.
    • Aid in the development of educational resources and assist with outreach, including maintaining webpages, related to payment and practice management for obstetrics and gynecology.
    • Serve as a liaison with major health insurers to promote adoption of evidence-based payment models based on robust electronic clinical data sources in obstetrics and gynecology that are aligned with ACOG guidelines.
    • Develop and maintain working relationships and collaborate with HHS/CMS/CMMI staff and other relevant health policy and women’s health organizations at federal and state levels.
    • Bachelor’s degree required. Master's degree in Health Policy, Social Sciences, Law, or a related discipline preferred.
    • Minimum of two to four years of related experience in public or private policy analysis with expertise in research and analysis of health care policy issues including Medicaid, CHIP, health coverage, and financing.  Experience working on health care financing and health policy, preferably related to women’s health. Experience working and communicating with physicians is a plus. 
    • Must possess understanding of public and private payer policy related to coverage and reimbursement.  Knowledge of federal and state legislative and regulatory processes required.  Knowledge of agency structures and previous work with CMS, both Medicare and Medicaid organizations, is a plus.
    • Excellent analytic, research, writing, quantitative, and interpersonal skills.  Experience in planning and leading complex projects in health policy and translating results for lay audiences with minimal supervision.
    • Possibly two to ten days of travel per year
